After creating your favicon download the favicon file.
Now log in to your Blogger Account. Go to Layout and at the top right corner you'll see a favicon widget.
Click on Edit button a popup will open and from that popup hit the Browse button, select your favicon file and upload it.
Now hit the Save button and you're done!
After adding your custom favicon, it may not display your custom favicon because your previous favicon is saved in your browser's history. So to see the correct image clear the cache/history or restart your browser.
