Step 1. Log in to your Blogger Account >> Create a New Post >> Add your Image and Click on the Image
Step 2. You'll see several option below the image

Step 3. Click on Image Properties and type your Title Text and Alt Text in the text area and press the Ok button

Note: The ALT text should be of five to six words
